MR. DAVID said that Shanghai and

eihsien (Shantung) were much the most important.

There were some internees at Canton but as he

had said before some of the Hong Kong internees

might be moved to the mainland.

MR. STERNDALE BENNETT read out the rough

draft of a telegram to Chungking designed to

ascertain American plans for the relief of

American nationals in Shanghai and elsewhere.

(copy of the telegram as sent to Chungking

is attached as an annex).

MR. OZVINGTON raised the question of

approaching General Olmsted as to the acceptab-

ility of a liaison mission.

MR. TERNDALE BENNETT doubted whether an

approach to General Olasted was the proper course

in the first instance. In any case he suggested

that it would be better to clarify our ideas

first so that we could make a detailed proposal

in the proper quarter rather than a mere enquiry.
